Governor ceremonially signs Frye's bill focused on jail overcrowding into law

Establish a local or regional justice reinvestment advisory council

STATEHOUSE (July 29, 2021) – Gov. Eric Holcomb on Tuesday ceremonially signed into law State Rep. Randy Frye's (R-Greensburg) legislation to help alleviate local jail overcrowding.  

Frye said under the new law, counties will establish a local or regional justice reinvestment advisory council to review criminal justice systems, policies and procedures. Local councils and the state Justice Reinvestment Advisory Council will then evaluate local jail overcrowding and recommend solutions.

"Crowded jails continue to impact local budgets and divert money away from other investments like infrastructure and education," Frye said. "This is an issue that affects our entire criminal justice system, from prosecutors and courts to judges and law enforcement, and I remain committed to giving our communities the tools they need to address it."

Frye, who chairs the House Committee on Veterans Affairs and Public Safety, said the new law will have the state council work with local councils to promote evidence-based practices and implement recidivism-reduction programs such as probation services, and mental health and addiction treatment and recovery services.
