Madison Police Release Information Regarding Police Pursuit Through Madison That Ended In Milton

Victim escaped the suspect sometime before the pursuit started

                                  

Friday June 23, 2023, Jefferson County Law Enforcement received information regarding a kidnapping from a Women’s Shelter in Bloomington, Indiana.  At approximately 2:00PM information was received that a vehicle fitting the description was south bound from Dupont on Highway #7.  The vehicle in question was a black Dodge Challenger.   Jefferson County Sheriff’s Department Chief Deputy Laura Pickel located the Challenger and attempted to execute a traffic stop.  The vehicle fled southbound on Highway #7 and into the City Limits of Madison.   Chief Deputy Pickel lost visual contact of the Challenger as it traveled at an extremely high rate of speed. 

 

A short time later, the challenger was observed on Clifty Drive (Hwy #62) near the Madison High School, traveling East bound.  A second pursuit ensued, involving the Jefferson County Sheriff’s Department, Madison Police Department, and Indiana State Police. 

 

The pursuit entered the Miles Ridge subdivision in which the perpetrator, identified as James E. Ingram 39, Bedford, Indiana, continued to flee law enforcement.  Ingram drive off road on several occasion in the subdivision to avoid apprehension. Eventually, the pursuit returned to Clifty Drive, from Hannah Drive, and went East bound toward the roundabout of Highway’s #421 and #62 (Clifty Drive).

 

Madison Police Detectives Ricky Harris and Shawn Scudder attempted to deploy stop sticks at the roundabout, however, were unsuccessful when Ingram drove his car directly at them.  The pursuit continued Southbound on Highway #421, East on Main Street and eventually across the Milton / Madison Bridge into the State of Kentucky. 

 

Kentucky State Police took over as the lead agency of the pursuit and was able to bring the pursuit to a successful stop, after deploying stop sticks on Highway #421 @ Sycamore Lane.  Remarkably, no injuries were sustained, however property damage was reported in the Mile Ridge area because of the suspect fleeing through yards.

 

The female victim was not in the vehicle, as it was later learned she was able to escape her captor just prior to the pursuit. 

 

James E. Ingram 39, Bedford, Indiana, faces numerous criminal charges in both the State of Indiana and Kentucky.  The investigation is ongoing, and charges will be forthcoming.  If you sustained property damage from this pursuit, please contact Indiana State Police Sergeant Adam Bullock (Versailles Post) @ (812) 569-5000.  All Charges are alleged and Ingram is presumed innocent unless otherwise proven guilty in a court of law.
