Raatz: Limiting Cell Phones in the Classroom

The State Senator from Richmond has filed a bill that would prohibit cell phone use during the school day.

INDIANAPOLIS - Receiving a good education is one of the most important things one can do. Not only do students learn valuable skills that allow them to chase their dreams, but they also learn a lot of social skills and make friendships that will last a lifetime.

While implementing new technology in our classrooms to improve how our students learn is important, personal cell phones in the classroom distract students and inhibit their education.

According to a recent survey by the National Center for Education Statistics, 53 percent of public-school leaders believe student academic performance has been impacted by cell phone usage, and 72 percent believe cell phone usage has a negative impact on student mental health.

That is why I filed Senate Bill 78, which would prohibit students from using cell phones and other personal devices during the duration of the school day. This bill would allow students to focus on their lessons and engage with their peers, instead of spending their free time staring at their phone.

This bill expands upon Senate Enrolled Act 185 (2024), which I authored, and prohibits the use of personal electronic devices during instructional time.

SB 78 does not ban technology in the classroom, it simply prohibits personal devices from being used. School-issued computers and other devices can still be used in the classroom. The bill also makes exception under certain circumstances for things like medical conditions, language translation and if authorized by a superintendent.
