Washington County Woman Arrested for Reckless Homicide

Ripley Co. accident that killed a Madison resident

Indiana State Troopers arrested a Pekin, Indiana woman on a charge of Reckless Homicide following an investigation into a fatal crash that occurred in Ripley County in June 2019.

The crash occurred on June 24, 2019, when a Kia Soul being driven by Shannon M. Hubbard, age 50, Pekin, Indiana collided head on with a Mitsubishi Mirage being driven by Henry M. Finney, age 21, Madison, Indiana on US 421 in southern Ripley County.  As a result of the collision, Finney died at a nearby hospital.  Hubbard was injured in the collision but survived.

The investigation, by Trooper Andrew Garrett, Indiana State Police-Versailles Crash Reconstruction Team, determined that Hubbard had been traveling at a speed above the posted speed limit while traveling southbound on US 421.  Hubbard then pulled out to pass another vehicle that was traveling southbound on US 421.  Hubbard’s vehicle collided head on with Finney’s vehicle that was traveling northbound on US 421. 

Further evidence indicated that Hubbard was traveling approximately 79 miles per hour a few seconds prior to the collision.  Toxicology tests determined that Hubbard had THC in her system when the crash occurred.  Finney’s toxicology results did not show any drugs or alcohol in his system with the crash occurred.

As a result of the investigation, the case was submitted to the Ripley County Prosecutor’s Office for review.  On October 24, 2019, a warrant was issued for the arrest of Shannon M. Hubbard on one count of Reckless Homicide, class 5 Felony.  Troopers soon located Hubbard in Pekin, Indiana.  She was arrested and incarcerated in the Washington County, Jail pending her extradition back to the Ripley County Jail where she will have an initial appearance in the Ripley County Circuit Court.
