Madison Busy With 5 Arrested On Various Charges

All are innocent until proven guilty

On 10/07/2021, Patrol Officer Curtis Shelpman received a report of a reckless driver in a silver Toyota Corolla. The caller stated the vehicle had struck a curb before pulling into the Walgreens parking lot of Clifty Drive. 

Shelpman located the vehicle and observed an open alcoholic beverage container and methamphetamine in the vehicle. The vehicle’s driver, identified as David C. Stoner, 34 of Madison was placed under arrest on the charge of possession of methamphetamine, a level 6 felony, and possession of drug paraphernalia, a class A misdemeanor. All criminal charges are allegations, and Stoner has the presumption of innocence unless proven guilty in a court of law.

On 10/07/2021, Ethan E. Campbell, 32 of Madison was arrested after allegedly violating a protective order by running his vehicle into another vehicle occupied by an estranged spouse. MPD Officer Josh Nolan received the dispatch at approximately 12:30AM. Moments later, Lt. Season Jackson and Officer Curtis Shelpman located a vehicle matching the description of the one driven by Campbell parked at a gas station, and observed it to have front end damage. Campbell was located inside of the gas station where he was placed under arrest. 

Campbell is currently facing a level 5 felony for domestic battery by means of a deadly weapon, a level 6 felony of criminal recklessness, a class A misdemeanor for leaving the scene of an accident, and a class A misdemeanor for invasion of privacy. All criminal charges are allegations, and Campbell has the presumption of innocence unless proven guilty in a court of law.

On 10/06/2021, Samantha Dicus, 41 of Madison, was arrested after allegedly battering a store clerk in the 2400 block of Michigan Rd. Patrolman Kyle Potter responded to the incident at 7:50AM, and Ptl. Jared Sweet located Dicus soon after. Dicus was charged with class A misdemeanor battery causing bodily injury. All criminal charges are alleged, and Dicus has the presumption of innocence unless proven guilty in a court of law.

On 10/04/2021, Thomas A. Downey, 44 of Madison was arrested after multiple complaints of him exposing himself in public. Ptl. Kayla Taylor-More, along with Ptl. Marian Midgett and Captain Bruce Heaton located Downey in the 300 block of Jefferson Street. Downey was arrested on the charge of disorderly conduct, a class B misdemeanor. While being taken into custody, Downey grabbed an officer and received an additional charge of battery against a law enforcement officer, a level 6 felony. All charges are alleged and Downey has the presumption of innocence unless proven guilty in a court of law.

On 10/04/2021, a traffic stop in the 1200 block of Clifty Drive for an expired license plate led to the arrest of Michael West, 26 of Deputy. During the course of the traffic stop, Patrol Officer Joshua Nolan could smell the odor of marijuana coming from the vehicle. During a subsequent search, marijuana and methamphetamine were located inside the vehicle. Michael West was placed under arrest for the charges of possession of methamphetamine, a level 6 felony, possession of marijuana, a class B misdemeanor, and operating a vehicle without a drivers license (2nd offense) a class A misdemeanor. All charges are alleged and West has the presumption of innocence unless proven guilty in a court of law.
